Resumen
After ten years since the works began and twenty years after it was designed, the project for a new rail network in the Basque Country, commonly called the Basque Y, seems to move at a rather low speed due to budgetary shortages and growing concerns about its social utility. After ten years since the works began and twenty years after it was designed, the project for a new rail network in the Basque Country, commonly called the Basque Y, seems to be moving rather slowly, dragged by budgetary shortages and growing concerns about its social utility. This article shows, from a transdisciplinary perspective, that the main arguments that promoted the construction of this infrastructure (i.e. social profitability, equity, sustainability and modernity) does not seem to be supported by current empirical evidence. The ultimate purpose of the article is to offer elements for the analysis and evaluation of a pending debate regarding the social utility of the most expensive investment ever projected in the Basque Country, with a final budget close to 10,000 million euro. The research also provides analytical elements that transcend the Basque reality and question the environmental, social and economic sustainability of the Spanish and European high-speed rail model.
