Resumo
The fundamental right to the creation and management of private universities is essential to the public service of higher education. All universities, public and private, meet the social demand for university studies, each under a different legal regime. Between public and private universities there is no perfect competition, but simple competition, because of the peculiarities of the university public service itself.
