There is a widely accepted consensus about the capacity of the creative economy in regional development, an issue that has raised interest in its measurement through the estimation of composite indicators. This paper proposes the construction of a composite regional creativity indicator in European countries. Most works propose creativity indicators for countries or cities, usually using a single aggregation method. However, few creative indicators for European regions and in a large sample of countries that compare different aggregation methods, and also consider spatial interactions. Eurostat data is used, and three aggregation methods are employed. The findings show regional inequality in creative performance, suggesting the implementation of policies that reinforce the creative potential of European regions. The main creative clusters are located in northern and central European regions, and the most peripheral, those in southern and eastern Europe, have lower performance. The distribution of the indicator shows positive spatial dependence, which reveals the existence of spatial externalities that feedback creativity among European regions. The indicator shows a high degree of correlation with regional economic development and the competitiveness of European regions.
