Abstract
The evaluation of the results obtained by the programs of rural development must include the analysis of the real possibilities derived from the social, economic and territorial conditions of the affected areas. Because of that, it may be pretentious to speak of intervention strategies of land management, in a sense of conscious elections to mark a development tendency, in spaces and social groups that have very limited options. In the case of Castile and Leon the local agents have been able of turning, applying an enormous pragmatism, the little existing options in the axes of their actions of local development, obtaining even some commendable results relating to the investment and economic advance, although their social effects have had a limited significance.
