During the nineteenth century the Spanish prison system starts. One of the main problems of it is to have suitable buildings for correctional purposes, with adequate healthiness, security and the carrying out of prison functions. There are also crucial aspects related to the creation of a prison officers' body or the consistency between criminal law and prison regulations, whose most damaging confrontation will be lived and will highlight the penitentiary government employee Manuel Montesinos. With the advance of the century they establish various repairing programs and prison constructions, one of its effects was the building of the Lugo's prison, opened in 1887. This is one of the earliest examples of center built according to the cellular model, whose realization and functioning is exposed along the project in the context of the overall Spanish penitentiary system of the time.
