Resumen

La regulación de las corrientes fluviales es un proceso creciente desde que la sociedad comenzó a explotar los bienes y servicios que proporcionan estos sistemas. Una Gestión Hídrica ambiental persigue el aprovechamiento equilibrado de las funciones del medio fluvial, mediante un Régimen de Caudales Ambientales (RCA) adecuado que salvaguarde el patrimonio hidrobiológico y sociocultural, así como el disfrute de valores intrínsecos cada vez más apreciados (ecología, cultura, recreación o estética). Este trabajo revisa los efectos de la alteración del régimen natural de caudales en el ecosistema fluvial y analiza el modo de implantar unos caudales ecológicos confiables en Colombia. Se exponen ordenadamente los métodos principales para calcular RCA en el ámbito internacional y las pautas especificadas en la legislación nacional para esta finalidad. Finalmente, se concretan varios conceptos claves y las pautas convenientes para incorporar los caudales ambientales en los Planes de Ordenamiento de Cuencas y en las Evaluaciones Ambientales Estratégicas locales.
