Résumé
E-commerce is not reaching its full potential in the Single European Market. Although there are several obstacles to this, the most important one is the application of restrictions by merchants on the online marketing of their products or services, due to nationality, place of residence or establishment of the client. Access to online devices is denied or limited, otherwise applying different conditions to the sale and payment of products and services, to the detriment of consumers and small business owners. To eliminate this and other disadvantages, the European Commission has adopted an ambitious and heterogeneous package of legislative proposals in order to make the existence of a digital single market a reality
