This paper analyzes the actions of Hernán Cortés from the fall of Tenochtitlan on August 13th 1521 to the arrival of Cristóbal de Tapia. Following the celebrations, he ordered the reconstruction of the city and initiated the activity of the cabildo of Tenochtitlan, sitting in Coyoacán. New settlements of Spaniards were founded, including the town of Medellín, the name of the birth place of Cortés. The paper also examines the role played by the cabildos and the procurators in the rejection of Cristobal de Tapia, who arrived early in December with the title of Governor. As in Veracruz, the community again supported Cortés and justified their decision as serving the king and for the common good
