Abstract

This article is focussed on the long process for the higher education modernization beside the development of the European Higher Education Area, highlighting the role of the university community and the misunderstandings generated. This article relates the way from last decade of evolution to the excellence and university convergence, without uniform aims, and its results as the European Credit Transfer System or the Diploma Supplement. It explains the scope of the legislative process made by the Government, specially the Royal Decree 1393/2007, and also those launched by the Autonomous Communities. As an example there are several facts developed by the Junta de Castilla y León in order to coordinate norms, to stimulate works, evaluating and informing. It concludes underlining a necessary State Agree on issues like financing and legislative consensus, including the universities commitment to increase their attractiveness and internationalization.
