Abstract

The paper sets forth the discussions and arguements heard for and against the setting up of industries on scheduled rural area land within the bounds of the province of Valladolid by its Planning Commission. A close reading of the minutes is here held to have led to an understanding of what has gone on at various places within the province and of how, in fact, land is really managed, this along with the drawbacks and advantages that are part and parcel of such a handling of it. Further, the commission's proper rulings are likewise called into question and their aptness or possible inoperancy are both discussed. The paper detects a need for greater precision both discerssed.
