Résumé

This essay asserts that at the ending of 16th Century an interesting debate on the concept of sovereignty begins in Spain. It was caused by the new way of thinking on politics, which opens the field to a reflection on the ontology of power and authority, I mean, its nature, its origins and the legimite way for converting sovereignty into the best form of government. In the political thought scene dominates a kind of monarchical sovereignty, because of practical reasons more than anything else. But, against this main stream of thinking Juan de Mariana settles his discourse on community sovereignty, the consensual power translation to the king, and consequently the most powerful authority of the community over the monarch.
