Doctor by the Universidad de Valladolid with the thesis El derecho al olvido digital debilidades y fortalezas de un derecho fundamental más teórico que práctico 2023. Supervised by Dr. Juan Fernando Durán Alba.
Doctor of Law (2023) and Law Graduate from the University of Valladolid (2001). Practicing lawyer with nearly 20 years of professional experience and Data Protection Officer, specializing in digital law. Holds a Master’s Degree in ICT Law from the Pontifical University of Comillas-ICADE in Madrid, obtained in 2001. Earned a diploma from the School of Legal Practice of Valladolid (2005). He is an Associate Professor in Civil Law at the University of Valladolid and the European University Miguel de Cervantes (UEMC). In addition to his professional practice as a lawyer at the law firm GRUPO INNOVANDO SERVICIOS JURÍDICOS SLP, he has extensive experience in training programs for both private institutions and public administrations. He is registered as a trainer, tutor, and coordinator with the School of Public Administration of Castilla y León (ECLAP) in the areas of legal-procedural matters and information and communication technologies. He has also delivered nearly 100 conferences and lectures. Among his publications is the monograph “Practical Guide on Data Protection: Issues and Forms” (2011), Lex Nova; he is co-author of the book “Effective and Legal Digital Communication” (2012), Thomson Reuters. He is also co-author of the Practicum on Data Protection 2015 and 2016 editions, and author of the 2018 and 2021 editions, published by Thomson Reuters. Additionally, he co-authored the monograph “Practical Analysis of Sanctions in Data Protection” (2021), also by Thomson Reuters, and the monograph “Data Protection: What They Never Told You” (2022), published by La Ley. His latest publication (2023) is titled “The Right to Be Forgotten in the Digital Age: Strengths and Weaknesses of a Fundamental Right of a New Generation”, Thomson Reuters. He teaches in the Master’s Degree in Access to the Legal Profession at the University of Valladolid and the University of León and is a guest lecturer in the Master’s Program in Cybersecurity and Digital Environment Law organized by INCIBE and the University of León. He has also been a lecturer in the Law degree at Isabel I University of Castilla. Since June 2023, he has been a member of the Board of Directors of the Spanish Privacy Association (APEP).
