Teachers from EUMs (Teacher Training Colleges) have successfully and sporadically been included in Institutional and Non-Institutional programmes of in-service training adressed to Primary and Secondary School teachers. Their work has proved the competence and capability of EUMs in this kind of tasks. Nevertheless, the presence of EUMs in In-service Training Programmes in the future must be legitimized, in other words, included within a legal frame where teaching time and research in this field is recognized as actual tasks of the teachers in the EUMs by the Ministry of Education and the different Universities. This has been our view and aim to achieve ever since we started in Palencia Teacher Training College (EUM) with In-service Training in 1987
